KWAJALEIN YOUTH "SEIZE THE MOMENT"
Marshallese youth, of Kwajalein Atoll, gathered on Ebeye last month for the 9th Biennial Youth for Christ Local Rally.
The Local Rally program, established in 1992 by the Rev. Pijja Matauto, is a mini-version of the National Youth Rally held every two years on Majuro.
Over 450 young people, including nine groups from Ebeye, the Mid-Corridor, and Lib, participated in the week-long rally hosted by the Ebeye United Church of Christ (UCC). The conference featured Bible studies, a candlelight commitment service, and special group nights.
This year's theme, "Tore eo Tore am in," emphasized the importance of seizing the moment and its opportunities.
The 2008 convention, according to rally reporter Elizabeth LaLynn Lanej, encouraged Kwajalein Atoll youth to be involved in the Church, and most of all, within their communities.

 Report: Healthy Marshall Islands' Coral Reefs Face New Threats
"Today, coral reef ecosystems in the Marshall Islands are in excellent condition. The outer and less populated atolls in particular support healthy and diverse communities of marine life. However, in recent years, the coral reefs in the Marshall Islands have become increasingly threatened by pressures of fisheries, climate change and sea-level rise, increased urbanization and a loss of cultural traditions."
A 569-page report, the third in an ongoing series of assessments of the condition of coral reef ecosystems in the United States and Pacific Freely Associated states by NOAA’s Coral Reef Conservation Program, evaluates the impacts of thirteen major threats and summarizes the current conservation management activities being implemented in the 15 jurisdictions. Highlights from the Marshall Islands Chapter follow:

 MARSHALL ISLANDS: PROCLAMATION DECLARING A STATE OF (ECONOMIC) EMERGENCY
WHEREAS, the Republic of the Marshall Islands is facing severe fiscal constraints, exacerbated by the limited ability to further absorb shocks from the escalating costs of global fuel supplies; and
WHEREAS, fuel costs from international refineries have substantially increased from a monthly average of US$2.51 per gallon in January 2008, to US$4.11 per gallon in June 2008, prompting tariff increases in the power generation sector; and
WHEREAS, despite these tariff increases, the national power utilities are projected to face an estimated shortfall of $17.5 million to $21 million over the next 12 months assuming the global trend continues.

 Former US Negotiator Slams Marshall Islands' Leaders Stance on Kwajalein

The former U.S. head negotiator for the Compact of Free Association between the U.S. and the Republic of the Marshall Islands (RMI), serving 2001 to 2003, jumped back into the political limelight today with an op-ed to the Washington Times about the small Pacific nation.
"The United States needs to understand recent political developments in the RMI, the viability of its base at Kwajalein and the future of our bilateral free-association relationship with RMI could well hang in the balance."

 Static Test Firing of Next Falcon 1 Rocket Conducted on Kwajalein

Space Exploration Technologies Corp. (SpaceX) successfully conducted a full launch dress rehearsal and hold down firing of the Falcon 1 Flight 3 vehicle on June 25, 2008 on Omelek Island, SpaceX’s launch site at the Kwajalein Atoll, located in the Marshall Islands.
This test is the final step before launch of the Falcon 1 rocket. Space X announced that the launch has been postponed from its June date to sometime in late July through early September.

 Marshall Islands Telecom Works to Restore Normal E-mail Services
A cyber attack crippled incoming email service of the Marshall Islands' National Telecommunication Authority (NTA) yesterday. About midnight, traffic on NTA's incoming mail gateways peaked above four times their normal levels. On Tuesday, users were not receiving e-mail messages, nor SPAM. The outgoing e-mail service was not affected.
By Wednesday afternoon, NTA General Manager Anthony Muller said that e-mail appeared to be flowing normally. "Our technical team has put in place measures and filters to tame this attack."

 Young Marshall Islander is Climate Change Witness at International Conference
Several hundred international and civil society leaders are meeting this week to address the issues of climate change and justice. Yesterday, day one of the first Global Humanitarian Forum's first Annual Meeting in Geneva, Switzerland, five young people, from vulnerable communities in affected regions, spoke before the conference as so-called "Climate Witnesses." Representing the Republic of the Marshall Islands was James N.C. Bing III, 18.

 Marshall Islands Out-Migration Slows Down in 2007
Approximately 578 left the Republic of the Marshall Islands (RMI) than arrived in 2007. The information, based on the US Department of Transportation Trans Stats Database, was released today by the RMI's Economic Policy, Planning and Statistics Office.
"This is a significant decrease when compared to the 2005 and 2006 estimates.We are still working on finding relevant explanations for this decrease," said EPPSO's Director Carl Hacker.

 Energy Crisis Puts Marshall Islands on Alert
The urban centers of the Republic of the Marshall Islands (RMI) may be without electrical power next month, and government officials are looking for solutions to the pending crisis.
Last week, the RMI's Chief Secretary wrote to the Ministry of Health, alerting management to "review its internal contingency plan, ensure all preparation and necessary measures are taken to minimize the operational impact should electric power goes off on Majuro by mid July."

 Tyson Chaplain Helps Marshallese Workers Handle New Challenges

Rev. Albon Langbon, the United Church of Christ (UCC) Marshallese pastor in Springdale, Arkansas, also serves as a Chaplain for the Randall Road Tyson Foods plant. Forty-three percent of the employees there are Marshallese.
Since March, Chaplain Langbon has been visiting at least three times a week. Many of the employees speak little English, and he's often called on to serve as a translator.

 Contract Awarded for Kwajalein Cable System
A contract awarded June 11 to establish a secure fiber optic cable system will allow the U.S. Army Kwajalein Atoll to be connected to the continental U.S. through facilities on Guam. The Kwajalein Cable System (KCS) is a positive move by U.S. Army Kwajalein Atoll/Reagan Test Site (USAKA/RTS) to continue supporting national defense missions.
The Kwajalein Cable System is scheduled for completion in March 2010.
