Its Good To Be A Landowner -- But Don't Get TB  Bottom

  • The Nitijela recently passed the Marshall Islands Government budget for Fiscal Year 2012. You can read details at http://www.mvar…32m-budget.php.

The US Government insisted the RMI modify original budget to add funding for TB and leprosy prevention / treatment programs. In response:

QuoteThe new Marshall Islands budget adds $200,000 for a drug resistant TB program and $89,646 for leprosy. The Marshall Islands TB rate of 207 per 100,000 population in 2009 was more than 20 times higher than the state of Hawaii, which has the highest incidence of TB in the U.S. The Marshalls has also reported two new drug resistant TB cases this year, continuing a problem first discovered in 2004.

    In closing, the article states,

QuoteThe Finance Minister said the government is facing budget challenges from the “continuous deterioration of major infrastructure and the need for renovation and maintenance.”

And then, today, I read a short blurb that makes it clear the first budget article did not quite reveal all. Per Radio New Zealand International article on Government Accountability posted at http://www.rnzi…=read&id=63438,

QuoteThe Public Accounts Committee has issued a report, saying there has been a nearly one million US dollar increase in payments for Majuro landowners in fiscal year 2010.

The key here is that the information released by the RMI Government for the FY 2012 budget does not breakout how much is budgeted for payments to landowners, on Majuro or anywhere else.

Note that the New Zealand article does not state that $1 million was paid to landowners in FY 2010 -- rather it states that (presumably) compared to FY 2009, the amount paid to the landowners in FY 2010 INCREASED by $US1,000,000.

As for just ending FY 2011, no details or information released on how much payments to the Majuro landowners increased over FY 2010. During now ending FY2011, did those payments increase by yet another $1,000,000 or more -- and how much further will those payments increase in FY 2012? It appears the Nitijela does not believe its citizens (or the US) need to be informed about this.

Meanwhile, to combat TB, the RMI comes up with $200,000 -- ONLY AFTER the US insists.

Per article in the 23 September MI Journal, page 2,

QuoteAt least two new cases of drug resistant TB have been identified this year by the Minstry Of Health. . .The Ministry Of Health said it costs nearly $200,000 for medicines to treat one patient with drug resistant TB.

So, the RMI budget ($US 200,000) to combat drug resistant TB in Fiscal Year 2012 will be enough to treat one patient. Wonder which of the two new patients will be treated? As for prevention programs, new patients, etc., appears there are no funds available.

I am sure the RMI will ask for more money for this purpose.

Meanwhile, the Majuro landowners continue to see major increases in payments - an increae in payments to the Majuro landowners in FY 2010 five times greater than the amount budgeted for a national program to combat drug resistant TB during FY 2012. And again, that is a $1,000,000 increase over whatever amount was provided in FY 2009.

    Draw your own conclusions.

(Note to any new TB patients - better quickly get your passport and move to the US before US imposes any controls - clear the RMI is not going to be able to afford any treatment for you.)

“I hope the signing of the LUA (Land Use Agreement) allows the Government of the Marshall Islands more time to focus on the biggest issues it faces – how to raise the level of education and health of the Marshallese people and how to create an economy that will be stable after direct US funding ends in 2023.”
US Ambassador to the Marshall Islands Martha Campbell, as quoted by MI Journal, 13 May 2011, pg 4
  • TB and leprosy are major concerns in our health as Marshallese, and I hope everyone join in and express how they feel

I don't think our leaders are focusing on critical issue facing RMI, but the election. I say this because we don't know who is going to replace the current leaders who are responsible figuring out how to find solution for such problem. TB and leprosy cases are not a top priority in our leader's mind. There will be small talks about TB, but that's it until the election is over. As always, it will take about 19 months for the new elected leaders to learn about their small thing in their office and the department they hold. I really hope that the people who think they got what it takes will be able to fix the health issue regarding TB. And I hope they are aware that the U.S economy is going through rough tough time now. The other thing is that we don't know if the funding from U.S will continue to come in like they have been.

As far as the Land Lease budget, everyone knows that $1,000,000 don't go directly to the land owner in Majuro, that unknown amount can put into something we really need, in this case for TB and leprosy case. Mr. Pett said this in the past, "RMI need to stop rely on U.S. aid", Do I agree with that statement? Yes, and as a Marshallese I'm ashamed of our leaderships.

I hope after the election, we have new leaders who are confidence and willing to negotiate and bring jobs to RMI.
We don't need to wait for jobs to find us.
  • More details can be found at http://pidp.eas…r/09-30-03.htm.

    From report:

QuoteIn addition to audit problems, the committee questioned the over-spending by the Marshall Islands government on an electricity subsidy to Majuro landowners, which was budgeted at $462,979 but the government actually spent $1,150,219 in FY 2010. Similarly, it had budgeted $673,932 for land leases but ended up paying $865,778.

So, the government provided $687,240 over budgeted amount for electric subsidies to the Majuro landowners and $191,846 over budgeted amount for land lease payments to the landowners, or total of about $880K over budget.

Actual totals for both, for one year (FY10): $2,105,997.

What will total be for Majuro electric subsidy and land lease payments to landowners be in FY12? Does anyone think will be lower?

In comparison, for FY12, RMI governmnet has budgeted $200K for drug-resistant TB treatment (enough for one patient) and $89,646 to combat leprosy.

Be interesting to see if the concern expressed by the Public Accounts Committee translates into any meaningful action or changes in relative funding levels.

  • Don't blame the Majuro landowners for the health issues and financial misappropriations. Direct the bad budgeting and lack of proper health care comments to the Minister of Finance and Minister of Health respectively.

The Ministers can drive their fancy 4X4 trucks around town and avoid using the Majuro Hospital by flying off to Manila for their elite medical checkups.

The MInister of Finance has time to drink lots of beers at the Marshall Islands Resort with his cronies and fly off to who knows where spending thousands of dollars, but fails to keep actual accounting of Ministry of Finance in order.

Blame only the Majuro President leader for allowing these Ministers to do a poor job.
  • KemanDridrejBlame only the Majuro President leader for allowing these Ministers to do a poor job.

And blame the voters who continue to re-elect them.
  • QuoteDon't blame the Majuro landowners for the health issues and financial misappropriations.

If we don't pay the Majuro landowners then our schools and other government property on their lands would be closed. Some want more than others ever since the LUA gave Kwajalein landowners, alabs, ri-jerbals millions. Others want back payments owed to them for many years.

QuoteThe Ministers can drive their fancy 4X4 trucks around town

First of all you make like having and driving a fancy 4x4 truck around town is a bad thing. If God has blessed them with these trucks then why not drive it around town to show they're blessed.

Quote and avoid using the Majuro Hospital by flying off to Manila for their elite medical checkups.

I would love to see some proof that these ministers have "avoid using the Majuro Hospital by flying off the Manila". But again, is flying off to Manila to get check ups or go doctor is a bad thing? FYI, not only ministers fly off to Manila for check-ups and other health related issues.

QuoteThe MInister of Finance has time to drink lots of beers at the Marshall Islands Resort

I have never seen the Minister of Finance drinking "lots of beers at the Marshall Islands Resort" during working hours. He works during working hours as do many people here in Majuro, and after work they drink if they please. As for MIR, any income it gets, whether from renting a hotel room to buying a beer, is good for it and good for all the workers who get paid as a result.

Quote fly off to who knows where spending thousands of dollars

Exactly, you don't know where and why or how important it is to be where a government worker has to be. Prove to me and all the readers here how government money has been spent for personal trips. I work at Ministry of Finance and I guarantee you find any. I'm beginning to think you're just flapping your misinformed and misleading gums.

Quotebut fails to keep actual accounting of Ministry of Finance in order.

How so? Give me a reason so that I may refute it.

QuoteBlame only the Majuro President leader for allowing these Ministers to do a poor job

I challenge you to run for senator and convince your fellow senators to vote you President. I wonder how long you will last and if you make any impact during your presidency. What you may think is a "poor job" may actually be a good job. Ever thought maybe that's what the President is thinking? All in all if you want something done, do it yourself and don't play the blame game.

  • Dear mslouisvuitton

You make it sound as if all is well and good in the Ministry of Finance and with our current leadership. You should take a good, hard look around you. The fact of the matter is that we've got some serious leadership, accountability and governance problems in this country right now. The crumbling capital building is great symbolism for what is happening in our country at the moment.

We're now witnessing what is perhaps the absolute worst period of bad governance, corruption, and visionless leadership this country has ever seen. If you don't know this by now mslouisvuitton, especially as a government "insider", then you will never, ever know.

QuoteI may be an idiot, but one thing I am not, sir, is an idiot.

This is a very fitting signature quote for you, and it should be the motto for the current administration.

You sound like you know the inside and outside the department you work for. These amount below just don't make sense. The $880K
is unrealistic, maybe you can explain where your boss got that amount (what department, and etc.) to paid the differences.

The total for one year is unbelievealbe ( $2,105,997).

The perception is, people think $880K went under the table and into the CROOKS' pocket.

Please explain in details the break down of these amount below. If you really care about our country, your response is appreciated.

    Respectfully,
