The good news is that this ban has been temporarily lifted, according to the following report from Majuro, by Giff Johnson:

QuoteA day of frantic meetings, phone calls and emails ended with happy news for the Marshall Islands, Federated States of Micronesia and Palau Wednesday: Postal Service customers can continue mailing packages heavier than one pound to the United States.

The United States Postal Service, United Airlines and island officials were blindsided Monday when the U.S. Transportation Safety Agency ordered a new regulation, implemented immediately, requiring all packages over one pound to be x-rayed. Postal and airline officials said they were given no notice by TSA, and an initial request by United Airlines to delay the directive was rejected by TSA.

Because there is currently no capability in these north Pacific nations to meet TSA requirements for screening mailed packages, it forced an abrupt halt to package mail delivery, threatening the viability of local post offices and businesses. The TSA screening regulation is aimed at preventing explosive devices from being carried by airplanes flying into the United States.

Enforcement of this regulation would “put the Marshall Islands Postal Service Authority out of business, as we derive nearly all of our revenue from outgoing postage,” said Marshall Islands Postal Authority board member James McLean.

But thanks to fast action by the U.S. Embassy in Majuro, the Marshall Islands Postal Service Authority, and airline officials, mail will continue to flow normally, according to U.S. Embassy official Andrew Zvirzdin.

...But by mid-week, following talks at “the highest levels” of the U.S. government, TSA relented and allowed packages to be carried by United that are not x-ray screened. “It is a temporary measure while necessary training and (provision of) equipment” happens, said Zvirzdin. “There should not be any disruptions in mail service now.”
