The College of the Marshall Islands, a community college located in the warm central Pacific six degrees north of the Equator on Majuro atoll, seeks a qualified person to join our leadership team.  The College of the Marshall Islands is the national college of the Republic of the Marshall Islands and seeks to be the role model for community colleges in the Pacific region.

Position – Vice President of Administration

General Description

The Vice President of Administration is the chief administrative services officer of the College and reports directly to the President. The Vice President of Administration is responsible for providing leadership and administrative oversight for planning and directing the College’s human resources, public information, physical facilities, grounds, information technology, grants acquisition and management, institutional advancement, and institutional research functions.  In addition, the Vice President of Administration is responsible for providing leadership for all facilities planning and construction and other duties/projects as assigned.

Essential Functions

Exercises leadership for and executive management of assigned departments and for the professional development of assigned personnel.

    Provides leadership for and oversees administrative operations and services of the College: physical facilities, grounds, information technology, communications, human resources, grants acquisition and management, institutional advancement, and institutional research.
    Works closely with the Human Resources Director to identify and develop Marshallese and Pacific Islander talent for future leadership of the College.
    Works closely with the Vice President of Finance to develop an annual budget that is consistent with and supportive of the College’s Strategic Plan and short- and long-term resources needs and financial development priorities.

 

Plans, designs, develops, and delivers College-wide programs and services that implement the goals of the College and that support the instructional and student development and student services programs of the College, and provides leadership for evaluating and ensuring quality in all aspects of the College’s programs and services.

    Oversees the implementation of College administrative strategic goals and action plans;
    Ensures that each unit of responsibility has implemented an Annual Program Review that includes statements of mission, goals, objectives, and measurable outcomes developed under the College’s Strategic Plan.
    Provides for the regular assessment and evaluation of all units under the authority of this office.

 

Recommends, develops and implements policies, procedures and practices that foster and promote learning throughout the organization; recommends organizational structures, personnel and resources to ensure a student-centered, learner-centered environment at all levels.

    Works with managers of assigned departments to continuously review and update policies, procedures and practices that support the mission of the College
    Provides expert advice and counsel to the President on all administrative operations, general management, and policies and procedures as set by the College, the RMI and U.S. governments, and various other policy-making and funding agencies.

 

Represents the College to various external entities and with outside agencies in matters relating to the College’s programs and services.

    Represents the College to external constituencies in the community. He/she also works closely with academic leadership and community partners, and is responsible for advancing collaborations.

 
 
Minimum Qualifications:

    Master’s degree in a related area and six years increasingly responsible administrative experience in a community college environment or an equivalent combination of education and experience;
    Knowledge of college strategic planning, internal policy-making processes, resource allocation priorities and WASC accreditation criteria;
    Proficient in the use of personal computers and associated software;
    Skill in supervisory leadership, managing, organizing, public speaking and presentations, oral and written communication, human relations, negotiation, budgeting, and project management;
    Must be creative, detail oriented and possess excellent analytical reasoning and problem-solving skills;
    Demonstrated commitment to integrated management and systems thinking with the ability to think “outside the box” and to lead and manage change involving faculty and staff in positive and inclusive.

 

 Preferred qualifications:

    An earned doctorate from an accredited institution in a discipline appropriate to the position.

 

Salary and Benefits Offered at the College of the Marshall Islands:

    Compensation

    USD$44,017 to $62,881. Salary placement is depending upon relevant education, training and experience. 

    Benefits

    Two-year initial contract

    Transportation from the point of hire to the Marshall Islands

    Moving in allowance of USD $2,000.

    Up to $9,000 housing allowance

 
 
NOTE: the Republic of the Marshall Islands has only a national wage tax and no state or local wage taxes. As a result, the total withholding on earning can be substantially less than in many locations, including the U.S.  U.S. citizen may also enjoy additional tax benefits based on non-resident status.  It is recommended that applicants check with their financial or tax advisors for details of the tax benefits of non-resident status.
